On Wednesday, October 31st, Mexico’s Supreme Court handed down two decisions deeming the country’s recreational marijuana prohibition laws to be unconstitutional.
The Supreme Court “found that adults have a fundamental right to personal development which lets them decide their recreational activities without interference from the state,” according to the Associated Press.

In addition to three similar rulings between 2015 and 2017, the court has now reached this conclusion on recreational marijuana use for the fifth time. The number is significant, because when the Supreme Court reaches similar rulings in five separate cases, Mexico’s legal system applies the precedent across all of its courts.

So does that make recreational marijuana legal in Mexico? Not quite. The Supreme Court’s new standard mandates that the courts must allow recreational use, possession and growing — not commercialization or sales — but the laws regulating marijuana use haven’t changed, at least for now; individuals can still be arrested and face charges or fines, but they could then challenge the constitutionality of their case within the judicial system.

Michigan Voters Approve Marijuana Legalization
A ballot measure to replace cannabis prohibition with a legal and regulated system of cultivation and sales was approved by a margin of 56 percent to 44 percent.

“The Proposal 1 campaign boiled down into one of fact versus fear,” Coalition to Regulate Marijuana Like Alcohol Spokesperson Josh Hovey said in a press release. “The data from the nine other states to have legalized marijuana made clear that regulation and taxation are a better solution. Legalization of marijuana will end the unnecessary waste of law enforcement resources used to enforce the failed policy of prohibition while generating hundreds of millions of dollars each year for Michigan’s most important needs.”

The measure will allow adults over 21 to possess, grow and use small amounts of marijuana legally. Those provisions are set to take effect within 10 days of the vote being certified, which should be soon, meaning that cannabis is expected to become legal in the state this month.

Bill filing for 2019 session begins with legislation on marijuana, taxes and daylight saving time
House Bill 63, by Rep. Joe Moody, D-El Paso, would make it a civil offense — not a crime — to be caught with less than one ounce of marijuana. Moody's bill was one of several filed Monday aiming to loosen marijuana laws in Texas.

Massachusetts to make history as first legal marijuana shops on East Coast set to open Tuesday
NORTHAMPTON, Mass. — The Bay State will make history Tuesday with the launch of the first recreational marijuana stores on the East Coast — more than two years after voters decided to legalize non-medical cannabis.

Medical marijuana facilities Cultivate Holdings, in Leicester, and New England Treatment Access (NETA), in Northampton, will open their doors at 8 a.m. to kick off the state's first legal recreational marijuana sales to people over the age of 21.

4 bartenders, manager accused of serving 12 drinks to teen before deadly crash
HOUSTON - Five bar employees were arrested Wednesday after being accused of serving alcohol to the 19-year-old accused in a deadly crash earlier this week.

Just minutes after leaving the Servi-Car El 3 bar on Houston Blvd. early Monday morning, Erick Hernandez swerved into an SUV on College Avenue, killing Taylor Phillips, a young mother who was behind the wheel.

Prosecutors claim servers gave Hernandez, 19, more than a dozen drinks during the six hours he spent at the bar.
